Engineer Captain JOSEPH POKLEWSKI KOZIELL, I.R.N., was born at Wiernoy, Semiretchje District, Central Asia, on 10/22 March 1876.

His general education was received at the German College of St. Peter in St. Petersburg, and in 1892 he entered the Naval Engineering School at Cronstadt where he passed through the whole course of training, obtaining the First-Class diploma in 1902. During the latter part of this time he was Third and Second Engineer on H.I.R.M.S. "Navarin," which was stationed in the Far East, and he took part in suppressing the risings in China.

He then returned to St. Petersburg in order to enter the Naval Academy, where he remained until 1902 when he completed the course of study. In the same year he was appointed Chief Mechanical Engineer of H.I.R.M.S. " Askold," in which he proceeded to the Far East and remained there until 1907. On this cruiser he fought in the Russo-Japanese war, taking part in many battles and in the defence of Port Arthur.

In 1908 he was appointed Assistant Naval Attaché to the Russian Embassy in England, where he remained until the following year, when owing to ill-health he was obliged to resign his post and return to Russia.

Despite the best medical assistance, he died on 17th July 1911, at the age of thirty-five.

He received many Decorations, especially for services rendered during the wars.

He became a Member of this Institution in 1908.
